Organizational Setting
 
The Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests are an international agreement promoting secure tenure rights and equitable access to land, fisheries and forests as means of eradicating hunger and poverty, supporting sustainable development and enhancing the environment. FAO has been promoting the VGGT in several countries providing technical assistance, training and capacity development, as well as support to the assessment, formulation and implementation of the relevant national policies and laws.

 
Following a request from the Federal Republic of Germany, the FAO Office of Evaluation is launching an independent evaluation of the VGGT programme. The evaluation will focus more specifically on German funded projects with a direct link to the VGGT. The main beneficiary countries of the German funded projects have been: Liberia; Mongolia; the Senegal River Basin including Mali, Mauritania and Senegal; and Sierra Leone. 
  
Reporting Lines

The evaluation specialists will be recruited as team leader or team member, and will report to therelevant evaluation manager. 

Technical Focus
 
The main objectives of the evaluation are:

  • Assessing major changes directly or indirectly generated by the VGGT programme in the beneficiary countries and their sustainability;
  • Analyze the approach adopted by the VGGT programme, its strengths and weaknesses;
  • Draw lessons from the different country experiences to inform future interventions for improving governance of tenure.  
  • The evaluation will address a set of evaluation questions, which will be contextualized according to the countries, interventions, and stakeholders involved.

The data collection phase will include:

  • a review of the documentation including a meta-synthesis of past VGGT evaluations and studies;
  • an initial stakeholder workshop involving partners and beneficiary countries to : i) review the Theory of Change (ToC) of the VGGT programme; ii) define indicators for assessing results of VGGT interventions; and iii) refine the evaluation questions and methodology;
  • missions to a selected number of countries to meet with main stakeholders.

 
Timetable

  •  The evaluation will be conducted between October 2019 and April 2020. The initial workshop will take place in November 2019 and the country missions will be carried out in December 2019 – January 2020. The first draft of the report will be produced by March 2020.

 
 
Tasks and responsibilities
 
Evaluation Team Leader 

  • Contribute to the Evaluation methodology and lead the finalization of the evaluation tools, such as evaluation matrix, evaluation questions, checklists, surveys, questionnaires and other data collection tools.
  • Lead and coordinate the collection and analysis of primary and secondary data by the evaluation teams (including the initial workshop and the country missions).
  • Lead, coordinate and prepare all deliverables planned in the evaluation Terms of Reference. These includes the final evaluation report to be prepared according to specifications provided in the ToRs, and the integration of comments and suggestions received by the relevant stakeholders.
  • Present findings of the evaluation to key stakeholders during all planned debriefing sessions as required.
  • Coordinate the participation and contribution of team members in all deliverables as required. 

Evaluation Team members 

  • Follow the methodological approach described in the evaluation Terms of Reference: contribute to finalizing evaluation tools including questionnaires, check-lists and interview protocols as appropriate and agreed with the team leader;
  • Provide specialised expertise in assessing outputs, deliverables and activities carried out under his/her specific area;
  • Participate actively in the collection of primary data through, inter alia, interviews and meetings, face to face or virtual, with FAO concerned officers in HQ, and during the country visits, with key stakeholders including government members, FAO staff, partners including civil society organisations, project teams and beneficiaries as appropriate;
  • Participate actively in the collection of relevant secondary data as required and identified in the evaluation matrix;
  • Contribute to the consolidation of all evidence collected during the evaluation process in a structured format following the key evaluation questions and criteria;
  • Deliver articulate and written inputs on the specific areas of assessment, as per the evaluation Terms of References, in all deliverables and support the Evaluation Team Leader in finalizing the report and integrating the comments as may be required.
Profil recherché pour le poste : Specialist in Evaluation and Governance of Tenure

Minimum Requirements

  • Advanced University Degree (MSc or PhD) in a relevant subject;
  • At least 8 years of professional experience in the areas of evaluation and knowledge of programmes/issues on Governance of Tenure;
  • Working knowledge of English and French.

Technical/Functional Skills

  • Previous experience in conducting/taking part in evaluations of complex multi-stakeholder processes, capacity development and advocacy programmes;
  • Knowledge of FAO’s mandate and work in the area of Governance of Tenure;
  • Experience in designing and/or implementing and/or evaluating programmes on Governance of Tenure would be an advantage;
  • Relevant country or regional experience.
