Poste proposé : Investigator- Short-Term Consultant

The Short-Term Consultant (STC) will be assigned to the Integrity Vice Presidency’s Investigations and Forensic Audit under the supervision of the Head of the INT’s Internal Investigation Unit (IIU).

The STC’s duties and accountabilities will include co-leading and leading, as appropriate, preliminary inquiries and investigations, supporting Senior Investigators in complex investigations, developing complaints, assisting IIU with legal, policy, and organizational issues; and serve as back-end quality assurance for all IIU work product that leave the unit.  The STC will undertake the following activities:

SCOPE OF SERVICES IN IIU:

  • Review and assess complaints and allegations, undertake initial research, conduct intake interviews, and advise the IIU Senior Investigator and the Head of Internal Investigations in decisions related to case conversion;
  • Co-lead and/or lead, as appropriate, preliminary inquiries and investigations in an objective, thorough, and timely manner, producing thorough and high-quality analytical pieces, formulating investigative plans and strategies;
  • Comprehensively manage case files, update case-related records and corresponding hard files, including opening new case files in INT's Case Management System (CMS), maintaining case chronologies, updating case files, and closing case files;
  • Manage documentary, electronic, and other forensic evidence collected throughout an investigation to ensure secure storage, proper recording, systematic organization and filing, and completeness of the case file;
  • Prepare interview plans and conduct interviews with parties relevant to the complaint/case (e.g., witnesses, subjects, complainants, project implementation officials, and Bank staff);
  • Participate in investigative missions, as appropriate;
  • Draft and finalize investigative work product, including Final Investigative Reports, case closing memos, and high-quality briefing material for senior management as necessary;
  • Ensure that work product is corroborated by the underlying evidence and provide any post-investigative assistance required to the IIU Team Leader or senior management;
  • Undertake quality assurance of IIU final work product before the product is sent to senior management or to external units;
  • Research and draft persuasive memos related to legal, policy, and high-level administrative matters that may arise in IIU;
  • Undertake other ad hoc assignments.
  • Deliverables include fact memos, investigative plans, interview plans, Records of Interviews, Final Investigative Reports, case closing memos, persuasive memos, and any other work product assigned by the Senior Investigator or Head of Internal Investigations.  STC will confer with the Senior Investigator regularly (at least weekly) to ensure adequate progression and coordination of the work.
Profil recherché pour le poste : Investigator- Short-Term Consultant
  • Advanced university degree, or equivalent, in law, criminology/criminal justice, or another relevant field.
  • Substantial, relevant and progressively responsible investigative experience of at least 5 years, preferably but not limited to investigations of fraud, corruption, collusion, coercion and/or obstruction in public and/or private sector environments. Examples of such experience include prosecution/defense work involving white-collar criminal or administrative investigations; forensic accounting and auditing, investigative journalism, and private sector (commercial) due diligence and/or fraud investigations.
  • Proven track record in conducting a diverse range of complex, internal, corporate or governmental investigations of fraud, corruption or collusion or another similar multilateral or bilateral development organization.
  • Relevant investigative experience, preferably in (i) areas related to the investigations of fraud, corruption, and/or related acts of staff misconduct; and (ii) Bank operations and/or Bank corporate procurement (or comparable experience with another similar multilateral or bilateral development organization).
  • Proficiency in MS Office software (MS Word, MS Excel, MS PowerPoint).
  • Proficiency with forensic tools, analytical tools, and case management systems would be an advantage.
  • Proficiency with Bank internal data sources, including SAP, WBDocs, Client Connections, is desirable.
  • Comprehensive knowledge, skills, and abilities involving investigative strategies, methodologies, and techniques. Proven conceptual, analytical and evaluation skills, with quantitative and qualitative data and the ability to provide technical and team leadership. Demonstrated interviewing skills, including the ability to focus interviews, and to elicit critical information from uncooperative witnesses.
  • Excellent communications and presentation skills, both oral and written; proven ability to clearly and concisely prepare, present, discuss and defend issues, findings, and recommendations at senior levels and to produce complex and compelling briefs, reports, papers, etc.
  • Fluency in both oral and written English. Proficiency in French is essential. Proficiency in one of the other working languages of the World Bank Group – Arabic, Chinese, French, Portuguese, Russian, or Spanish is desirable but not essential.
